2008 "Case of The Year" Submissions

     The following cases were submitted by Investigator Charles Rounds of the Loudoun County Sheriff's Office in consideration for the 2008 "Case Of The Year" Award. These are ordered by the case occurrence date. Some of the cases may have had names or addresses removed to protect identities for cases that have not been resolved through the court system. All suspects are presumed innocent until convicted in a court of law. These cases are from official reports submitted by the officer for cases that meet the criteria for the 2008 "Case Of The Year".


Narcotics Vehicle Search

    K9 Dexter      On 08-07-08 at approximately 2055 hours, I was conducting surveillance near the intersection of Denizen Plaza and Davenport Drive. At that time I observed 2006 Toyota Tacoma, silver in color, with MD registration make a left turn onto Davenport Drive without signaling. The vehicle was then driven southwest to Route 7 and the driver made a right turn onto Route 7 without signaling. Investigator D. Rosa followed the vehicle and activated his emergency equipment near the intersection of Route 7 and Pidgeon Hill Drive. The driver of the vehicle yielded to the emergency lights and stopped his vehicle in the parking lot of the McDonalds Restaurant located on Pidgeon Hill Drive.
         Investigator D. Rosa approached the vehicle and made contact with the driver As Investigator D. Rosa conducted the traffic stop, I retrieved my narcotics detection K9 Dexter from my vehicle and approached Investigator D. Rosa's location. Investigator D. Rosa requested that the suspect exit the vehicle and he complied.
         At approximately 2106 hours, I commanded K9 Dexter to conduct an exterior sniff of the Toyota Tacoma. K9 Dexter detected-indicated-and alerted to the presence or odor of narcotics emanating from the bottom of the vehicle's left front door seam. I placed K9 Dexter inside of the vehicle and commanded him to conduct an interior vehicle sniff. K9 Dexter detected-indicated-and alerted to the presence or odor of narcotics emanating from a white plastic bag located on the right front floorboard of the vehicle.
         I returned to Investigator D. Rosa's location and advised him that K9 Dexter had detected-indicated-and alerted to the presence or odor of narcotics emanating from the vehicle. Investigator D. Rosa interviewed the suspect and in my presence, the suspect stated that there was a quantity of marijuana located in a compartment on the dashboard of the vehicle near the steering wheel.
         I conducted a quick search of the vehicle and observed that the white plastic bag on the right front floorboard of the vehicle contained a large quantity of marijuana. I next opened a compartment that was built into the dashboard of the vehicle and located to the left of the steering wheel. The compartment contained a clear plastic ziplock bag with green plant material. I did not remove the evidence from the vehicle at that time.
         At approximately 2115 hours, Investigator M. Jones responded to our location and took custody of the suspect vehicle. Investigator M. Jones drove the suspect vehicle to the Loudoun County Sheriff's Office Ashburn Substation. At approximately 2124 hours, I arrived at the Ashburn Substation and took custody of the vehicle. At that time I conducted a thorough search of the vehicle and recovered the following items:

    • Clear plastic ziplock bag containing a green plant material – dashboard compartment.
    • Rolling papers – dashboard compartment.
    • Cigar butt – dashboard compartment.
    • Two plastic vials, each containing a liquid – dashboard compartment.
    • Samsung Sprint cellular telephone – floorboard beneath driver's seat.
    • White plastic bag containing green plant material wrapped in clear plastic – right front floorboard.
    • Glass jar containing a clear liquid – glove box.
    • Sprint Touch cellular telephone – front seat.
