2011 "Case of The Year" Submissions

     The following cases were submitted by Officer Russell McAndrews of the Manassas City Police Department in consideration for the 2011 "Case Of The Year" Award. These are ordered by the case occurrence date. Some of the cases may have had names or addresses removed to protect identities for cases that have not been resolved through the court system. All suspects are presumed innocent until convicted in a court of law. These cases are from official reports submitted by the officer for cases that meet the criteria for the 2011 "Case Of The Year".


Surrender to K9

         Officer McAndrews was dispatched to assist in locating a suicidal suspect who fled the scene of his residence after causing injuries to himself. He fled on foot with his girlfriend and infant child. Several conditions existed making a K9 Track impossible. Helicopter Fairfax 1 was dispatched to assist in checking large areas of woods and brush between the suspect's residence and that of his girlfriend's parents, located in Manassas Park. After Manassas Park units contacted the family of the girlfriend, the father contacted Police to advise that he was bringing the girlfriend to a shopping center to speak to officers. Helicopter Fairfax 1 advised that they saw a vehicle matching the description given by the father of his truck, and also advised that they saw a male matching the suspect's description walk up to the vehicle in the shopping center. When marked police cruisers arrived on scene at the shopping center, the suspect fled on foot to several businesses behind the shopping center.
         The helicopter advised a location between two small storage sheds where the suspect was hiding. K9 Mako was deployed on-lead to attempt to track and locate the suspect. As K9 Mako approached the suspect's hiding location, K9 Mako began barking at the suspect. After a solitary K9 announcement, the suspect stood and held up his hands stating that he surrendered to K9 Mako. Suspect was then taken in to custody without incident, and transported to the hospital for a mental health evaluation. Suspect surrendered to K9 without physical contact.

    Physical Apprehension (Handler Protection)

         While investigating a single-vehicle auto accident, Officer McAndrews began to suspect the driver to be under the influence. Shortly after a simple request for additional units, the suspect began sweating profusely while speaking calmly to Officer McAndrews. Officer McAndrews did not detect the odor of alcoholic beverages on the driver, and began to suspect he had consumed PCP or some other narcotic. Without warning, the suspect removed his shirt and threw it to the ground. K9 Mako barked several times at the suspect from the K9 police vehicle, which caused the suspect to move toward the K9 vehicle and attack it. Officer McAndrews retreated, requested immediate assistance, and issued commands to the suspect to lay on the ground. The suspect refused to obey commands, spun toward Officer McAndrews, and charged him screaming.
         The suspect quickly closed ground on Officer McAndrews and lashed out with a fist, striking him in the right cheek. Officer McAndrews activated the remote door opening mechanism and released K9 Mako. K9 Mako exited the vehicle and immediately charged the suspect to protect his Handler, who was still advancing and swinging at Officer McAndrews. K9 Mako engaged and made a physical apprehension of the suspect in the abdominal area on his right side. K9 Mako disengaged and pushed the suspect with his feet, causing the suspect to stumble forward as Officer McAndrews continued to make distance between them. K9 Mako was called to Officer McAndrews' side as other officers arrived on scene to assist.
         After a brief fight with officers, the suspect was eventually taken in to custody by multiple uses of a tazer. There were no serious injuries to K9 Mako or to the officers. The suspect was treated for several puncture wounds and minor injuries, and booked in to the Prince William County jail. Suspect was charged with multiple counts of Assault on Law Enforcement Officers, as well as multiple other charges.

    Narcotic Search Warrant

  • Location: Sandalwood Dr, Manassas

         Manassas City Officers requested K9 to assist in the execution of a search warrant at a residence in a small housing complex. Officers originally made contact with the residents looking for a known fugitive who lived at the address, when officers detected a strong odor of burnt marijuana coming from inside the residence. After obtaining a search warrant, Officer McAndrews and K9 Mako arrived on the scene to assist in the narcotics search. K9 Mako indicated and alerted in many areas of multiple bedrooms within the residence, including a locked safe in a closet.
         During the search of the areas in which K9 Mako indicated and alerted, a total of 1½ pounds of marijuana, worth $2200, was located that had been packaged for distribution along with over $2400 in cash. Many items of narcotic paraphernalia were located in each room of the residence. A ballistic vest was recovered in one room along with multiple articles related to gang affiliation in the area.
